Jessica McDonald joined HB Global Advisors Corp, the consulting arm of Heenan Blaikie LLP, in January 2010 as Executive Vice-President, Western and International Development. Previously, McDonald served for six years as a Deputy Minister to the Premier in BC; four and a half of which she also held the positions of Cabinet Secretary and Head of the BC Public Service. As head of the public service, McDonald initiated a bold human resource renewal program, achieving a ten point increase in employee engagement along with its fi rst-ever recognition as one of BC’s Top 50 Employers, Canada’s Top 100 Employers, Canada’s Top 25 Family Friendly Employers, and Canada’s 30 Greenest Employers. She has been recognized nationally for her leadership in innovation and employee engagement, including the IPAC/Deloitte National Gold Award for Public Sector Leadership. She has been named to the list of Canada’s Top 40 Under 40™, as well as to Canada’s Top 100 Most Powerful Women™ and to Canada’s Top 100 Most Powerful Women Hall of Fame™. She is a member of the Board of the Institute of Public Administration of Canada and is a regular speaker and panelist on leadership.
In her lecture, Ms McDonald will examine the factors underlying major policy shift s by any government. In particular, she will analyse the role of the public service and its ability to obstruct or to facilitate transformational policy changes.
