Application Requirements

University of Regina campus
Master of Public Administration (MPA) and Master's Certificates Programs
Applicants can apply online or submit the application by mail. Every application must be accompanied by the following:
- Completed Application Form - ensure all required information is included
- Completed student waiver form
- Official transcript of all previous undergraduate and graduate classes even if a degree was not awarded. Transcripts must be in envelopes that are sealed and forwarded from the institution where the classes were taken.
- Application fee of $100 for domestic and international students.
- Two confidential recommendation letters in a sealed envelope, signed across the seal by the referee. (Use form letter included in package)
- Resume - should include background and relevant employment history
- Personal Statement: a one to two page statement outlining your purpose in applying to the MPA program, areas of research interests, why you like to complete your graduate studies at University of Regina and what you would like to do with your MPA.
- Financial Application: if applicable to your situation (full-time fully-qualified students)
- International students or students on study permits: must write the General Record Examinations (GRE) and submit the test results with their application.

University of Saskatchewan campus
Applicants must submit the GSR 100 Application for Admission online. All other documents must be submitted to the University of Saskatchewan campus' address at the bottom of the page. Every application must be accompanied by the following:
Master of Public Administration (MPA) and Master of Public Policy (MPP) Programs
- Completed online application form GSR 100: Application for Admission to Regular Programs. Click here to go to the registration page.
- Completed student waiver form
- Official transcript of all previous undergraduate and graduate courses, even if a degree was not awarded. Transcripts must be sent directly to the Johnson-Shoyama Graduate School from the institution where the classes were taken. If you have not yet completed your degree, you may still apply by sending your transcripts in progress. If your admission is successful, official transcripts must be provided by the institution upon completion of your degree. Note: Students from the University of Saskatchewan do not need to submit transcripts for courses taken at the U of S.
- Three confidential letters of recommendation (preferably at least two out of the three from individuals who are currently or were recently in the academy) using GSR Form 101 sent by the referees to the address below. Note to referees: Please send the letters in a sealed envelope signed across the seal. Download the GSR 101 form.
- Current resume that includes background and relevant employment history.
- Personal statement, two pages maximum, that outlines your purpose in applying to either the MPA or MPP program.
- Clear indication of desired start date (for MPA applicants only).
- Application fee of C$75.
- International students are required to show proficiency of the English Language. Click here for more details.
Doctor of Philosophy in Public Policy (PhD) Program
- Completed online application form GSR 100: Application for Admission to Regular Programs. Click here to go to the registration page.
- Completed student waiver form
- Official transcript of all previous undergraduate and graduate courses, even if a degree was not awarded. Transcripts must be sent directly to the Johnson-Shoyama Graduate School from the institution where the classes were taken. If you have not yet completed your degree, you may still apply by sending your transcripts in progress. If your admission is successful, official transcripts must be provided by the institution upon completion of your degree. Note: Students from the University of Saskatchewan do not need to submit transcripts for courses taken at the U of S.

- Research Program Statement: Students are required to prepare a research program that outlines the research that they would like to pursue in the area of public policy. This research program should have a well-defined problem statement, a review of the appropriate literature, and an initial methodology. While students will not be held to the research program that they outline, the document will serve to guide the student's choice of courses and the material they explore in their readings and course work.

Master of International Trade (MIT) Program
- Completed online application form GSR 100: Application for Admission to Regular Programs. Click here to go to the registration page.
- Completed student waiver form
- Official transcript of all previous undergraduate and graduate courses, even if a degree was not awarded. Transcripts must be sent directly to the Johnson-Shoyama Graduate School from the institution where the classes were taken. If you have not yet completed your degree, you may still apply by sending your transcripts in progress. If your admission is successful, official transcripts must be provided by the institution upon completion of your degree. Note: Students from the University of Saskatchewan do not need to submit transcripts for courses taken at the U of S.
