Master's Certificates
Program Description
The Johnson-Shoyama Graduate School of Public Policy offers a variety of Master's Certificates designed to meet the needs of practicing public administrators, policy analysts and non-profit managers who already have either an undergraduate degree, advanced degrees in another area, or significant amounts of experience, but who wish to increase their conceptual and technical skills in the fields of public administration or public policy. It will allow them to undertake the certificate with the goal of career advancement without making it necessary to complete the MPA degree or allow them to continue their education by moving into the regular MPA program.
Master’s Certificates are offered only at the University of Regina campus.
Admission Requirements
Applicants interested in entering the master's certificate program must have completed a four-year undergraduate degree with a minimum overall GPA of 70 percent. Please note that the Public Policy Certificate also requires that applicants have completed introductory courses in micro and macro economics. There is also a mid-career option for admission, in which prospective students with at least five years of government or non-profit organization management experience may be admitted without an undergraduate degree.
Public Management Certificate
This will provide students with a solid foundation of understanding and skills in public sector management. Students will develop the ability to analyze governing institutions and the processes of modern government along with some of the basic skills and techniques required to effectively manage in the public sector. It should be of interest to individuals currently working in the public sector who do not have a background in administration and who want to improve their administrative and management skills.

Health Systems Management Certificate
This certificate is intended to provide a good understanding of the complex issues that will be encountered by those managing health systems in today's changing health care organizations. It will be of interest either to those currently working in health care administration or to those who want to move into health care administration.

- Students must complete JSGS 826 – Health Care Organization and Administration (3 credit hours)
- Two of the following elective courses (6 credits hrs):

- JSGS 832 - Population-Based Management
- JSGS 833 - Performance Measurement in Health Care Organizations
- JSGS 834 - Financial Management in Health Care Organizations
- JSGS 837 - Health Economics
Public Policy Analysis Certificate
This certificate is designed to provide students with a basic foundation in public policy analysis, development, and implementation. Students will develop analytic skills and gain a solid understanding of the basics of public policy implementation and development. It should be of interest either to those directly involved in policy analysis development or to those involved in policy decisions who want to increase their understanding of the overall policy processes.

Economic Analysis for Public Policy Certificate
This certificate will provide students with the basic skills and techniques for sound economic analysis of public policy along with an understanding of the advantages or disadvantages of various policy models. It is designed for those currently working, or wanting to work, directly in the area of policy analysis in the public sector.
Course
- Students must complete JSGS 806 – Public Policy Analysis (3 credit hours)

- JSGS 803 - Quantitative Methods for Public Policy
- JSGS 805 - Economics for Public Policy Analysis
- JSGS 820 - Micro-Economics for Policy Analysis

Tuition
Tuition for domestic students in the Master's Certificate program is approximately $1,000 per three-credit-unit course. A total of nine credit units (three courses) are required to complete the Master's Certificate program. Tuition and fees are subject to change.
