Administered through the school's University of Regina campus and delivered primarily online, the Master of Health Administration (MHA) program focuses on building leadership, management, and policy capacity for current, emerging and future health sector leaders. While in program, students develop the knowledge and skills that are required of professionals and managers in the health field, enabling them to contribute to improving the effectiveness of program and policy development, implementation and evaluation, as well as effectiveness in health service delivery, and managerial and administrative performance.
Graduates of the MHA program will be prepared to work in positions that require advanced management and strategic ability, policy knowledge and skills, and exceptional analytical and evaluation capacity. The key competency areas focus on the unique needs and complexities of a dynamic health care system.
Delivered primarily online, this course‐based degree offers students the opportunity to obtain a master’s degree on their own schedule. Students can attend courses on a part‐time basis while continuing their full‐time employment. Courses are highly interactive using varied multimedia, discussion forums and supportive text‐based materials. In addition to their coursework, students participate in two brief in-person residency periods. Residencies are held over a weekend and involve a combination of lectures and group exercises including case studies, management simulations, breakouts and presentations, creating important learning and networking opportunities for students.
The Johnson Shoyama Graduate School has a strategic alliance with the Canadian College of Health Leaders' (CCHL) Certified Health Executive (CHE) program and has been awarded a LEADS License. The CCHL, formerly known as the Canadian College of Health Service Executives (CCHSE), is a national, member-driven, non-profit association dedicated to ensuring that the country’s health system benefits from capable, competent and effective leadership. The CHE Program is a capabilities-based certification program, developed collaboratively with College members, staff, and Board.
The LEADS in a Caring Environment framework is a foundation for Canadian health leadership development.
This strategic alliance allows MHA students to participate in CCHL membership and take a modified version of the CHE at a reduced cost. Students who take JSGS 829 Decision Making and Leadership in Healthcare Organizations may also be eligible to receive the LEADS Learning Series certificate of completion from the CCHL. Completion of the LEADS Learning Series is one of four requirements for the CHE credential. CCHL and CHE participation is optional and entirely voluntary for MHA students. CCHL makes CHE admissions and certification decisions independently from JSGS.
During the course of the MHA program, students will learn to:
- Analyze health services and other factors that impact health status and demonstrate a commitment to improving the health status of individuals, families, and communities.
- Inspire support for a vision or course of action and successfully direct the teams, processes, and changes required to accomplish it.
- Communicate effectively and build enduring, trust-based professional relationships.
- Identify key issues and problems, analyze them systematically, and reach sound, innovative conclusions.
- Understand how organizational and public policies are formulated, their impact on healthcare organizations and communities, and how to influence their development.
- Evaluate for continuous organizational and personal improvement.
Major in Health Informatics and Information Management (MHA-HIIM)
To meet the growing demand for Health Informatics and Information Management (HIIM) professionals, the Johnson Shoyama Graduate School of Public Policy has begun offering an HIIM major within the MHA program.
HIIM encompasses a wide scope of practice that includes information management, information systems, information technology, and finance areas. HIIM professionals engaged in health administration roles and activities are collaborative decision-makers who apply a combination of technical, analytical, and management and leadership skills to effectively influence planning and decision-making within a team of people, processes, technology, and data.
The new MHA-HIIM major focuses on the capture, quality, and use of health information to support the Canadian health care system. During the course of the program, students will develop graduate level skills in the information sciences (i.e., information technology, information management, data analytics) and health administration (i.e., Canadian health care system, health service policy and management). The required MHA-HIIM courses will cover the theories, methods, and practice of the discipline, including:
- informatics, analytics, and knowledge mobilization;
- sources, content, organization, and flow of health system data and information;
- data and information governance policy and standards;
- privacy, confidentiality and security of health data;
- enterprise information management and strategic leadership; and
- finance management, including uses of data in revenue cycle management, case costing, and activity-based funding.
In addition to the core learning outcomes of the MHA program, MHA-HIIM students can also expect to learn to:
- Improve the capture, quality, and use of information to support the Canadian health care system.
- Understand the value, importance and influence of health information in policy, strategy and decision making, and to advance the use of information to inform and evaluate health policy and management decisions.
- Apply methods, techniques, and tools to analyze health care data and transform it into actionable business and clinical intelligence.
- Demonstrate cross functional leadership and develop solutions to address the diverse needs and priorities in complex and rapidly changing healthcare systems.
Graduates of the MHA-HIIM program will gain the knowledge and skills necessary to support the development and implementation of policies and systems for the management, quality, availability, and use of health system information. They will be prepared to work in domains spanning business intelligence and sustainability, data quality and information management, health information analytics and research, data and information governance policy and standards, information technology, organization and behavioural management, and privacy and security.
All MHA and MHA-HIIM students are required to complete two in‐person residencies (1.5 credit units each):
Master of Health Administration (MHA) students can complete their program, part-time, over 2 - 3 years. You are welcome to take full-time classes (2 classes per semester) and that can speed up time to completion to 2 years.
All MHA students (and MHA-HIIM) have 6 years to complete their program.
At the professor's discretion, you may be invited to attend between two to 13 live sessions per course. Live virtual attendance allows students to participate in the seminar (at the instructor's discretion). If you can't make the live sessions, recordings will be posted online for viewing at a later time.
For those students that watch the recordings, they will need to follow up with the professor by email or phone if they have any questions.
Students in the MHA program should expect an average of eight to 15 hours a week for course work (includes class time, readings, preparing notes, completing assignments, etc.).
This will be at the professor's discretion, as some professors will give quizzes and tests. At the graduate level, students are expected to write concisely and apply theories/concepts. Many methods of evaluation in the MHA are written assignments of various forms, where critical thinking is emphasized. There is not an over emphasis on testing.
Written papers, proposals, group exercises, participation, case studies, posters, projects, exams, and environmental scans are some of the different evaluation methods you can expect.
Each residency course is an intensive three-day session combining lectures and group exercises including case studies, management simulations, breakouts and presentations.
Each residency will have different guiding themes typically with a focus on leadership, health system centralization, and global health policies. Students will be required to complete the two in-person weekend residency courses in Regina. The residency classes are typically offered in May/June (Spring semester) and September (Fall semester) each year. You can register for either/both residency classes in March, for either/both semesters.
This course is an experiential learning opportunity. Students spend one month embedded within a partner organization (e.g., a ministry of health, a regional health authority, or a national health organization) during which time they work on a designated policy project under the supervision of a mentor within the organization, and the course instructor. The JSGS 886 course is a 3-credit course. There are two MHA Placement pathways including a competitive stream and a student-initiated pathway.
You will not be required to move to Regina to complete the requirements of the MHA program. You will need to travel to Regina twice for the residency classes, and possibly for the MHA Placement (if you are selected for it).
The mid-career admission option is applicable to the MHA and MHA-HIIM and is designed for those applicants who do not hold an undergraduate degree, but have substantial professional experience. To qualify for this admission option, applicants must have at minimum seven to 10 years of relevant professional experience in the health care sector, ideally in a leadership/management role, and some post-secondary education is an asset (e.g. certificate or diploma).
The MHA-HIIM is an optional major that complements the health care administration content gained through the MHA with foundational courses in digital health and health information technology and management. Students will develop the necessary skills for leadership and management careers in health informatics and health information management fields.
It is the same online application process as the MHA but please indicate in your personal statement that you wish to pursue the MHA-HIIM program. Address your personal statement to the details of that major.
"I completed my MHA in 2018 and also participated in the MHA placement program with the Ministry of Health. Prior to starting the MHA, I had worked in health care for 17 years and was at the manager level. I enjoyed my job but felt like I didn't have many opportunities for movement and also felt like I was able to maintain the status quo, but didn't have the skills for innovation or to achieve change at the system level.
The MHA and placement program exposed me to new ideas, new ways to analyze a problem and the ability to comprehensively assess a system problem. Throughout the MHA placement program, residencies and course work, I was introduced to highly skilled health care professionals from all disciplines and experience working in diverse settings. I found it inspiring to hear what others were accomplishing and was exposed to new ideas and perspectives. After I completed my MHA, my husband and I decided that we were ready for an adventure and moved provinces. This meant applying for jobs in a new health region as an external applicant. I was pleasantly surprised at how much interest there was in my resume and skill set. I was able to select the job that I wanted from many options, rather than having to take whatever I could get. In the end, I selected a Regional Educator role, where I have been tasked with creating and sustaining a culture shift across the entire health authority and I am drawing on my MHA skills to help me tackle this challenge. "As a previous Medical Technician and now a Physician Assistant with the Canadian Armed Forces (CAF), I have served the last 14 years working in the field of emergency medicine in both pre-hospital and clinical environments.
Medical Technicians and Physician Assistants are an integral part of the overall CAF healthcare system. We often receive patients and initiate treatment before they are seen by physicians and also extend post-physician care and management within the intent of the physicians’ orders and instructions. Similar to other healthcare professionals in the Canadian medical context, Canadian Armed Forces Medical Technicians and Physician Assistants focus on increasing the efficiency and productivity of their medical system in order to ensure the health and wellness of our soldiers, sailors and airmen and women and deliver the best healthcare in the safest and most effective manner possible.
The Master in Health Administration (MHA) program assisted me in developing my overall administration, management and operations portfolio, provided me with sound knowledge of Canadian healthcare policies and allowed me to become more involved across a broad range of issues within the Canadian medical field and healthcare industry. Pursuing this Master’s through a distance learning program was also an ideal scenario for someone working within the Canadian Armed Forces. The program allowed for flexibility, while still including regimented deadlines and residency modules where interaction with classmates and other healthcare professionals occurred. Further, this mode of study equipped me with a new set of skills that have immediately been put to use within the military context, whether in a Canadian garrison location or deployed on operations.

- MHA Mid-Career Option - For those who lack an undergraduate degree, but have considerable relevant health sector experience, there is an option to be admitted to the MHA program as mid-career.

The tuition for the MHA program is $2,436.75 per course or $24,367.50 for the degree, plus mandatory student fees and an international surcharge (if applicable).
The University of Regina does not provide tuition assistance for students enrolled in the MHA program.
