Government priority setting exercises, such as the budget process, by nature must involve an opportunity for input from public servants combined with decision-making by politicians. Simple logistics limit the number of people that can actually witness the budget decision-making process, as well as the number of people who can benefit from the experience of “being in the room.” In this applied skills workshop participants will take part in a simulated Treasury Board as ministers preparing a budget that reflects government/popular priorities. 

By the end of this workshop you will be able to: 

  • understand the nature of budget processes in government;
  • distinguish between the various players and their roles;
  • identify the prioritization challenges that decision makers typically face; and,
  • recognize how you can better support decision makers when participating in the budget process in your daily work.

Facilitator Biographies:

Joanne Marshall worked for 32 years as staff to Treasury Board in the Ministry of Finance, occupying a number of positions of increasing importance in the Treasury Board process. Joanne has a Bachelor of Arts degree and a Master of Arts degree (both in Economics) from the University of Saskatchewan. Joanne has also instructed at the Johnson-Shoyama Graduate School of Public Policy and has conducted training workshops in a variety of public administration and public policy areas.

In his 34 years with the Government of Saskatchewan, Jim Marshall served in senior positions as staff to Treasury Board in the Ministry of Finance and in senior positions in the Crown Investment Corporation and in the Ministry of Industry and Resources before joining the Johnson-Shoyama Graduate School of Public Policy as an Executive in Residence and lecturer in a number of courses in public administration and public policy. As an Executive in Residence, Jim also conducted hundreds of workshops in public administration in Western Canada and participated in national training activities. Jim also has a B.A and an M.A. in Economics.
