Evolution is commonly associated with the notion of “survival of the fittest.” But the process is not exclusively about being stronger or smarter or faster. Survival of the fittest is about being the most adapted to your context. Effective public policy is also shaped for context. Critical to the success of government action are two core features. First is a clear definition of success—what good looks like—and, second, involves creating the conditions to achieve. This short discussion will illustrate how the principles of evolution offer a simple truth about public policy innovation. The intent is to frame our yearning for innovation against a framework associated with millions of years of relentless progress.
